A native of Baltimore, Maryland, Mr. Raines came to Kansas with his family in the late 1970's. After graduating from Clay Center Community High School, he attended Washburn University and the Kansas State University where he eventually earned a Bachelor of Music Education degree. He began his career in education in 1994 as the Director of Choral Activities at Concordia Jr./Sr. High School in Concordia, Kansas. After four years, he was elevated to an administrative position at the school and served in similar capacities until his 2002 departure for a principalship in Fort Morgan, Colorado.
As principal of Fort Morgan High School, Mr. Raines led the school to Statewide recognition in 2005 as one of "20 Most Improved High School" in Colorado (Colorado Children's Campaign.) The same year, the school was recognized as one of the best in the State in it's size classification for preparing students for college (Colorado Commission on Higher Education, 2005). He was a finalist for Colorado High School Principal of the Year in 2007.
Mr. Raines came to Washburn Rural High School in the fall of 2007 and now makes his home in Topeka with his wife, Carmen, and his children, Cambria, 9 and Jace, 3
